Samenvatting
The working group reviewed existing data on accidents involving vehicles on hard shoulders, on drivers' use of hard shoulders and on driver comprehension of the law regarding this use. A special six- month survey was undertaken by the English and Welsh police forces. Implications of the data collected are presented, and special mention is made of the case of disabled drivers whose cars break down on the motorway.
