In planning and evaluating road schemes it is important to have knowledge of the distribution of traffic flows throughout the year. This is because the size and timing of peak flows critically affects, for example, the extent of traffic delays and congestion. In this report a method of modelling the hourly flow distribution through the year at a road site is given. The method is based on a statistical stratification of flows and a separate flow distribution is derived for each of three types of road. Some possible applications for use in the computer programs COBA and QUADRO are described. (Author/publisher)
