It is increasingly the case that, alongside the transport market, the traffic market is coming into the picture while the demand for traffic infrastructure and the provision of traffic infrastructure are being adjusted to each other. Concerning road transport this balance is still largely dominated by the free access aspect for generally accepted vehicles. It is really the increasing shortage of road capacity that is leading to the desire to arrive at a more selective access policy, notably to the inter-local main road connection network. In the future, it will therefore increasingly be the case that one will have to belong to the right category of traffic users or to pay the appropriate extra amounts of money in order to use such target group or payment traffic lanes. Whether these measures will be sufficient to avoid congestion remains, however, the question. It might therefore be better to find a solution which involves not allowing anymore vehicles onto the roads that can be dealt with in a congestion-free way at any one time: of only admitting vehicles that have been allocated own 'slots'. In concrete terms, this would mean for the potential road user that delays caused by road congestion will be resolved by adopting travel time adjustments, by travelling earlier or later than planned.
