This paper outlines age differences in restraint use among children under eight years of age, based on a community survey of child restraint usage and attitudes in Sydney. The problem of the low restraint usage rate for children under eight is defined more precisely as three separate age groups. The paper explores the reasons why children between three and eight years of age are so often unprotected or poorly protected, as car occupants, while the majority of younger children enjoy a high level of restraint protection.
