The Highway Standards Review was initiated in November, 1994. The goal of the review is to study, in a broad brush manner, the major geometric elements of highway design, their relationship with construction and maintenance costs, as well as vehicle operating costs. The study was also required to identify those elements that could be varied in order to reduce costs, and to identify the basis for further detailed policies and procedures analysis. The paper summarizes the main issues discussed during the study and the major findings. (A)
