Neither the need for great increases in road capacity nor an enforced reversal in the trend away from public transport now appear to be necessary alternatives to maintain traffic to urban centres. Arbitrary restraint is likely to hasten changes in activity patterns until new equilibrium is reached. Traffic and activity levels are likely to be self-regulating but this regulation should take place within a realistic understanding of the real costs of transport.
