This paper aims to identify the optimal delivery of national highway infrastructure with respect to government roles. Part of this aim is to establish a holistic view of transport policy in Australia. The objectives of this paper are to: 1. look at strategies and differences in government stance including: Australian Government (AusLink), Queensland Government (Road Implementation Program (RIP)) and South East Queensland Regional Plan (SEQRP), Brisbane City Council (BCC) (Transport Plan and TransApex); 2. analyse the harmonisation between government policies and strategies; 3. summarise comments from industry professionals to understand the working context of the government strategies; 4. analyse how the current system operates and identify any hindrance to effectiveness and efficiency; 5. propose improvements to overcome existing obstructions to productivity; 6. propose alternative systems based on principles that are different to those currently used in Australia.
