Alcohol is a significant risk factor for road crashes and associated injury, particularly for younger, inexperienced drivers. The aims of this report were to review Western Australia’s statutory alcohol laws of 0.02gm%/100ml for provisionally licensed drivers, and secondly, to discuss the issues pertinent to the introduction of a zero BAC limit. The review considered evidence pertaining to young drivers and the effect of alcohol on driving, the drinking patterns and drink-driving behaviour of young persons, BAC legislation and prosecution practices across Australia, the background to WA’s legislation and problems associated with it, the effectiveness of zero BAC legislation, and arguments against measuring low levels of BAC. The report concluded with five recommendations, including the introduction of a zero BAC limit for provisional drivers and the mandatory carriage of a drivers’ licence. (Author/publisher)
