Up to 1989, the World Bank facilitated 107 projects containing an element of road safety in 51 countries. Often low cost measures showed high rates of return but the success of some initiatives is hampered by low levels of political awareness of road safety in some countries. Typical project components contributing to sustainable road safety include training, development of procedures, and provision of manuals and guidelines. The setting up of institutions dealing with road safety may be required. In countries aware of road safety issues, infrastructure improvements, traffic system management, and the implementation of safety programmes are recommended. Examples of co-ordination of road safety administration in New Zealand and assistance to local authorities in the administration of national road safety plans in the UK are given.
