In 1987, the federal government gave states the option of raising the speed limit on rural interstates to 65 mph. Most states quickly adopted the higher speed limit, but some did not. State decisions on this issue are consistent with a cost-benefit calculation: sparsely populated states, which have less traffic congestion and greater distances to cover, are more likely to raise the speed limit.
