Specifications are given which are the basis for the economic judgement of highway projects in regard to acomparison of variants or a priority ranking with the aid of a cost benefit analysis. Emphasis of the specifications is the evaluation of benefits. It is on the question of the change in operating costs, journey times, accident rate- sound and other kind of pollution.
