Samenvatting
The purpose of this report is to review and summarize two major national studies which draw conflicting conclusions about the safety impacts of RTOR, then evaluate the City of Milwaukee's RTOR experience and compare the findings. The report further attempts to estimate the operational benefits resultant from RTOR manoeuvres and compare, in economic terms, these benefits to the cost of any increased accidents.
