The Dutch Ministry of Transport and Public Works wants to reinforce road safety policy by starting to work more with risk indicators. Carrying out a pilot project within a certain region will be attempted. This report can be conceived of as a preliminary study exploring directions for elaborating risk. In successive order, the `risk' and `exposure' concepts are discussed, the various risk types are compared and contrasted, and problems related to the quantification of risk indicators are discussed. Based on this, a range of choices is indicated in which proposals for further elaboration are formulated. (A)
