The objectives of this paper are: a) to understand the definition and concept of risk; b) to understand the implications for data collection and analysis and measurement of risk; c) to understand difficulties and complexities in risk assessment and evaluation; and d) to appreciate the role of multi-attribute models in decision making applied to prevention and control of traffic accidents.
