Samenvatting
The objective was to describe traffic safety and to define the goals for traffic safety work in terms of accident risk. The report also discusses: the theoretical viewpoint of the concept of risk; traffic accident risk compared to risks in other fields of the society; should risk measures be used in goal definitions; how the risk goals are in conflict with effectivity goals; how risks should be measured and how usable risks could be formed for goal definitions on the basis of existing information.
