In federal Germany, the political bodies Federation, Laender, districts and municipalities (including towns) each have their own roads. The administration of roads is often not covered by the respective authority responsible for road construction. This is especially so in the case of the Federation which only has the so called subject-specific competence (property, financing, policy making competencies). The federal trunk roads are administered by the 16 Laender, which have the professional competence, by order of the federal government. The 16 Laender have often developed administrative structures that are very different from each other and are essentiallybased on 4 basic patterns.
