The first author argues in favour of a controversial proposal by the European Standards Organisation (CEN) for a new road lighting category, with new lamps to achieve it, and the second author responds. This article aims to stimulate discussion about the proposed new Standard. The use of the proposed new class, which has three subdivisions, should provide opportunities for reduced operating costs and energy consumption on new installations and for installing new luminaires to replace old lamps. Two tables give the results of a limited design exercise for the new class, based on the average of two efficient luminaires with variable optics. They suggest that the 100W lamp is inadequate, while the 150W lamp over-lights, and recommends a new luminaire not yet available. The first author proposes four possible measures that could help to solve this problem, if applied by manufacturers of luminaires and lamp control equipment. The second author comments on the four proposed solutions, and expresses considerable disagreement with the first three, while viewing the fourth as perhaps the most interesting to consider.
