Road network asset management : international benchmarking study.

This report describes a benchmarking study of road asset management decision processes. The study was conducted in 1999, and involved 12 road agencies in 5 nations, with 8 in Australia, and 1 in each of France, New Zealand, Switzerland and the United Kingdom. The main objective of the study was to compare practice in strategic planning for road asset management against Austroads generic business processes. The benchmarking study was conducted by evaluating written responses to a questionnaire, with limited telephone interviews to clarify some issues. The questionnaire responses were evaluated against 21 criteria using a structured scoring system. This report contains the questionnaire and responses, describes the study process including the evaluation criteria and methodology, and summarises the results. The responses provide a detailed snapshot of road network asset management decision-making processes in the 12 participating agencies in 1999. The report also draws conclusions and makes recommendations about the priority areas for improvements to asset management decision processes. (Author/publisher)
