Road network strategy : success or failure ?

This paper explores the essential processes required to develop a road network strategy, for effective implementation within an organisation and community context. The author explores five key stages, which drive the cyclic and evolutionary development of strategy. These stages include: an analysis of the paradigms at play that underpin community and organisation; corporate planning processes that establish corporate structures; future scenarios planning based on the concept of a number of plausible futures that in turn drive `robust' strategies; traditional network planning methodologies and marketing strategy which in its widest form includes market structure analysis and communication strategies. strategies. The paper is not intended to provide a prescriptive approach to road network strategy, rather it explores concepts and philosophical arguments outside of mainstream transport planning in the hope that further research and debate may be stimulated. The paper's conclusions aim to build a strategic platform to drive the development of a road network strategy for South Australia. The process to be adopted will be critical to the success of strategic planning within the organisation. (A)
