Samenvatting

Since the development of the energy crisis, higher fuel costs and inflation, the emphasis on highways has switched to maintenance and rehabilitation, instead of new construction. The hard struck automobile industry is fighting back with more fuel efficient cars. Both the government and the private sector are developing alternative sources of energy. The traditional tax per gallon will no longer serve to finance transportation and alternative sources of funding must be found.
