Road pricing in Europe. First version.

In cooperation with EReg (Association of European Vehicle and Driver Registration Authorities), the RDW (The Netherlands) has examined the various solutions for road pricing within the European Union. It has presented the first part of the analysis in the survey ‘Road Pricing in Europe – first version’. The major objective of this analysis is to share the knowledge of al initiatives within Europe. Until now questions like: Which country has which system for road pricing? Is it a toll system or is a toll sticker needed? Just for freight transport or for cars as well? Throughout the whole country the same or different per region or city? Are there any new developments to be expected? And at which company can the right information be found? All these questions are getting more and more significant with the growth of cross-border transport, however they are not that easy to answer. In May 2011 this survey has been presented at the EReg Annual Board Meeting and Conference 2011. This survey is the first part and describes the situation in Germany, United Kingdom, France, The Netherlands, Austria, Portugal, Spain, The Czech Republic and Sweden. In the second part all information concerning road pricing of Belgium, Denmark, Finland, Italy, Luxembourg, Norway, Switzerland and Poland are described. In the third and last part the road pricing of the remaining European countries will be examined. The main subjects in the surveys are: description of the system(s), structure of tariffs, payment methods, enforcement and current developments. Information which can be used to inform the different countries and which will be used by the European Commission during the development of the ‘European Electronic Toll Service’ (EETS). This is an initiative which will have to prevent that people need about 5 different appliances or stickers for a trip from for example Denmark to Portugal with all corresponding effort and costs.
