A general outline is presented of a road programming method designed by the department of highways of ontario and adapted to suit the needs of municipalities and townships within the province. A coordinating committee is established by the municipal council to review the detailed work, usually done by a consultant, and to make recommendations to the municipal council which will decide policy matters. The study includes inventory of existing facilities, condition rating with respect to present standards and estimates of future traffic, and estimates of costs of upgrading and of new construction required during the study periods. Included in the study must be estimates of growth in taxable property, population and if necessary, assessment rates. The measurements supplied by such a study provide a valuable tool to help management make decisions based on a greater amount of factual knowledge with the result that available resources are directed to the areas of greatest need. /CGRA/.
