Road safety benefits of improved skid resistance: a valuation procedure.

The paper proposes a model to establish the relationship between accident cost and the key determinants of it with a view to quantify the accident costs attributable to poor skid resistance. The model has been empirically tested using data for Western Australia. The analysis presented in the paper raises a number of issues of significance to road maintenance management and policies to deal with those. A number of improvements to the model are suggested -including the need to upgrade the model to account for variations in skid resistance over the life of the road due to deterioration in road surface conditions and variations in skid resistance within a year due to changes in weather conditions.
