Samenvatting

The objectives of this code of practice are to: a) ensure that road safety is accorded due prominence in all the central planning processes of local authorities, and to that end; b) to encourage local authorities to use a systematic approach to decision processes within a consistent framework; c) to provide a common basis for assessing the overall casualty reduction potential, resource requirements and implications; d) to reduce inconsistencies in road safety standards; e) to assist in the more effective allocation of national and local resources; and f) to encourage the regular review of both policies and standards, and also the effectiveness of the accident reduction and prevention programme. The strategy proposed by this code of good practice involves action by the local authorities in 7 key areas. These are: a) planning; b) road accident data collection and use; c) highway engineering; d) the planning and implementation of road safety education programmes; e) traffic law enforcement; f) co-ordination of resources; and g) the encouragement of road safety promotion by, for example, discouraging drinking and driving at civic functions.
