Road safety ETP evaluation training : evaluation report.

This report describes the evaluation of three training events for road and community safety practitioners and their managers. Road safety ETP practitioners do not all have the expertise to evaluate their interventions. This makes it difficult to be sure that the interventions are achieving their aims and objectives, and in the worst case scenario, can result in inefficient or inappropriate forms delivery or waste of resources. In some cases, it means that clear aims and objectives for an intervention are not even set in the first place. The evidence that this issue needed to be addressed was based on 'health checks' of road safety ETP practice in 2008, carried out by the Department for Transport (DfT). This revealed that in many areas road safety ETP evaluation was a low priority, or not well understood. With DfT support, RoSPA carried out two seminars to explore the reasons for this and what could be done. Practitioners expressed their willingness to evaluate but also said they lacked support and expertise. A website was proposed, designed specifically for road safety practitioners. It includes an interactive toolkit to help practitioners design and write up their evaluations. DfT funded free training in evaluation to raise awareness of the website and to support practitioners who wish to use the website and toolkit in 2012 and 2013. Support for the training from local authorities was strong and it was made available again in 2014 for those who had not yet had access to the opportunity, including practitioners employed in other organisations, such as Fire and Rescue Services.
