The C13 session is devoted to two subjects: road safety audits and the development of a road safety manual. Road safety audit is a systematic procedure which incorporates traffic safety knowledge into the road planning and design process with the purpose of preventing traffic accidents. The concept of road safety audit used in different countries as well as their level of experience differs considerably. Information on current practice and experiences in different member states are collated and summarised in this report. The committee is currently preparing a road safety manual aimed at engineers and technicians in charge of improving road infrastructure at hazardous locations. The aim is to offer an updated review of the knowledge gained in this area during the last decade by using a simple presentation easily accessible to practitioners world-wide. The first part of the manual aims at offering to the reader a general overview of the road safety concepts and issues. Based on successful experience in several countries, this part mentions in particular the various management or treatment strategies that can be implemented to improve road safety. The second part of the manual provides a sequential process to improve safety at hazardous locations. The main methods to detect these locations are described in detail. The next chapter deals with the diagnosis process. Short technical forms on various topics have been prepared. The last two chapters of the manual describe accepted methods to set up treatment priorities and assess treatment effectiveness. For the covering abstract see ITRD E118727.
