This methodology presented here provides a logical framework for the assessment of road safety policies at country or city level. It draws from field experience in Western Europe as well as in Middle and Low Income Countries and thus fits these diverse conditions. The methodology addresses primarily researchers or technical advisers in charge of preparing or evaluating road safety action programmes. As these professionals often operate in the broader areas of transport, urban planning or public health and may not be expert in road safety, an overview of the multiple components of road safety policies is first provided as a background. The overview introduces the sectors of activity involved in road safety policies (Transport, Urban Planning, Health, Enforcement, Justice, Education, etc.), the main road safety actors and stakeholders (decision-makers, implementers, advisers, lobby groups, etc.) at the international, national and local levels, and the different forms of road safety interventions which can be undertaken (“corrective” measures, integration of road safety in projects affecting the transport system, «baseline» action aimed at long-term behavioural changes, and «support» activities). The different ways of programming road safety interventions (long-term vs. short-term, targeted or untargeted) are reviewed and the various forms of road safety management institutions and their operational constraints are described. The diagnosis methodology includes two checklists of the items of information to be collected (at the national or the local level), and provides guidelines for information gathering through official documentation and interviews of key road safety actors.
