To implement major policy reforms it is necessary to establish that they are needed and to persuade the key people that policy reforms are desirable and feasible. Those who will benefit from the reforms as well as those likely to be adversely affected by them need to be involved. Training courses, workshops, study tours and twinning arrangements all have a role to play in bringing about change. It is considered of key importance that the stakeholders are helped to decide for themselves. Any reforms that are externally driven, or promoted to suit a donor agenda, are considered likely to fail. Examples of reforms involving Developing Countries are given.
