This report was prepared by an international Group composed of OECD and Central and East European County (CEEC) experts with the aim of reviewing pavement strengthening of existing roads, especially major roads, as a part of a general policy of road network maintenance and improvement. The focus is on those methods of road strengthening which are most suitable for current CEEC situations. The report presents a review of road conditions in CEECs on the basis of national contributions (Chapter II), road monitoring methods as well as recommended criteria of condition rating (Chapter III), calculations and design methods for overlays (Chapter IV), strengthening measures and techniques including shoulder strengthening, drainage and quality control (Chapter V). It also discusses strengthening strategies and programmes (Chapter VI) as well as the organisation and implementation of work programmes (Chapter VII). Chapter VIII presents the conclusions and recommendations of the study and outlines future directions for road transport improvements in CEECs and further cooperation between OECD Member countries and CEECs. The report will be of use to road engineers who are directly responsible for road rehabilitation in CEECs and assist them in their practical tasks and duties.
