Accident data may be biased due to the tendency for certain types of accidents to occur on roads with poorer surfaces. It is probable that different types of accidents are affected differently by surface condition. Nothing is said about significance of results. Roads with little traffic are allowed to have poorer pavement conditions. this may bias data. According to finnish data, accident rate drops when average daily traffic (ADT) increases. Use of studded tyres in winter may also affect results. Differences in precipitation between nordic countries are not set out. What is the practical significance of these results ?
