Since a use ban on studded tires was implemented in 1990 in Japan, winterroad maintenance in the cold, snowy regions here has needed to address the frequently occurring icy road surface conditions in a timelier manner toprevent skidding accidents. To determine the timing of road management operations such as preparation for anti-freezing agent spreading and the dispatch of spreading vehicles, road administrators have referred to meteorological forecasts and real-time data of weather monitoring sensors. To realize more efficient anti-freezing agent spreading, the development of a road-surface temperature prediction system is required. This paper introducesa liner road surface temperature prediction system that uses a heat balance model which integrates the temperature changes that result from passingvehicles. It enables practical anti-freezing agent spreading determining the proper work timing and the priority sections. For the covering abstract see ITRD E143097.
