Prior to 1994 road traffic management in South Africa was not undertaken in an integrated manner, with law enforcement agencies, engineers, and administrators each doing in isolation what was thought to be best, with little effect on the country's appalling accident rate. After the election of the new government, liaison structures were set up along the lines of the 3-tier government system and traffic management was approached in a multi-disciplinary manner.
