This report presents the results of a survey, commissioned by the European Conference of Ministers of Transport (ECMT), of authorities responsible for road traffic management, and manufacturers of driver information equipment. The survey aimed to: (1) ensure that government departments, responsible for highways and road traffic, are aware of the implications of the new information technologies and associated services; and (2) obtain initial information about the aims and objectives of these departments, regarding: (a) their role as central government regulators; (b) their intended direct role; (c) co-ordination of the roles of national, regional, and local authorities; (d) partnership between public and private sectors; and (e) legal and financial issues. The report consists of: (1) an outline introduction; (2) a 'tool box' describing the basic components of the legal and contractual regime; (3) an explanatory guide, describing driver information and route guidance systems, and providing readers with a technical explanation of how to use the 'tool box'; and (4) the questions to be answered by public authorities and corporate operators of Advanced Transport Telematics (ATT) systems.
