The historical development of funding and administering roads in New Zealand is briefly described. As a result of the backlog of work following world war II, the need for improved administration and funding resulted in the establishment in 1954 of a central road fund with dedicated revenues provided by road users under the management of a national roads board. The board's original policies and subsequent emphasis on maintenance and extension of sealed surfaces are described.
