Since the last congress, English government policy to control inflation has been effective, but reduced investment in public works has been part of that strategy. There has been an increased emphasis on improving roads of more than local importance which give value for money and which particularly alleviate conditions created by heavy lorry traffic. The use of microprocessor technology applied to urban road design has rapidly increased since the last congress together with techniques for communicating with bus passengers and drivers. Perhaps the most significant message from UK experience is the rate of change affecting new technology and its application to low cost measures designed to improve safety and capacity.
