The study carried out by an OECD group of experts reviews the current state-of-the-art and national experience with noise abatement techniques for new and existing roads. The first two Chapters describe problem areas, current practice and noise limits including the present status of national standards. Chapter III on "Assessment and measurements" focuses on measurement methods and mathematical models as they apply to new and existing infrastructure. Chapter IV on "Anti-noise design and layout" deals with road engineering structures (bridges, embankments, tunnels), designing new structures and modifying existing ones. "Low Noise Road Surfacings" are discussed in Chapter V assessing their effectiveness, reliability and serviceability from the safety and environment point of view. Chapter VI on "Noise Barriers" evaluates the various types of barriers used in OECD Member countries considering the problems of aesthetics, environment and landscaping. Chapter VII on "Integration of Measures and Costs" discusses practical implementation questions and a methodology for evaluating the costs of simple and/or combined noise abatement techniques. The report provides a multidisciplinary approach useful for road professionals, environmental planners and transport managers in readjusting road environment policies and programmes.
