This paper specifically focuses on the needs of small or local government authorities, and reviews the design and conduct of the project process and implementation identified at this stage of developing a road asset management program. This involves reviewing issues related to project design, and approval process issues in setting up the project; perceived benefits and application of the information arising from this exercise; issues arising from project assessment and identification of key differentiators that may exist between service providers; and issues to be addressed in considering the conduct of the survey and data/image capture. As a result, the paper looks at how asset management planning processes can be improved using this information, possible economic benefits arising from this exercise, and management initiatives focussed at resource planning, purchasing agreements, and long term financial planning using a data centric model.
