In July 1998, the British Government issued its White Paper "A New Deal for Transport - Better for Everyone". This was the first comprehensive statement of transport policy to be issued by a British Government for nearly thirty years. It defined an integrated transport policy which could tackle congestion and pollution, reduce dependency on the private car and promote travel choice, and set out a package of new powers which would enable national and local authorities to deliver these objectives. One of the key components of the package was road user charging. This paper looks at the work planned and underway in Great Britain to introduce the concept of road user charging to British motorists and to demonstrate electronic charging systems in the British road environment.
