The role of environmental principles in developing sustainable transport policies.

Samenvatting

This paper reviews current literature on the subject of `sustainable development' and applies the concept to transport policy. It considers the scientific uncertainties of environmental capacity. Some fundamental environmental principles (equity, the precautionary principle, the polluter pays principle and the empowerment of groups and individuals) are put forward to assist the move to sustainable development particularly by way of sustainable transport policies. The use of target setting is also examined. Attention is drawn to the growing convergence between environment and health perspectives.
