The role of ITS in transport policy.

This paper discusses how United Kingdom Intelligent Transport Systems (ITS) might contribute to implementing the UK Government's integrated transport policy, and identifies the actions needed for full realisation of its potential. It is based largely on recent submissions by ITS Focus as part of the policy consultation process. It first presents the background of current UK Government policy and European Union (EU) strategy. Relevant services that can be made available by applying ITS include: (1) in-trip and pre-trip information services; (2) route guidance and navigation; (3) traffic management and control; (4) public transport enhancement; (5) electronic financial transactions, including the use of smart cards, for toll collection, road pricing, parking payments, and fare debiting; (6) commercial vehicle management and safety; (7) vehicle safety systems; (8) emergency vehicle management; and (9) facilities management. Five examples of efficiency benefits, four examples of safety benefits, and four examples of environmental benefits are outlined, which could arise by applying ITS. Some elements of that which should be in a national transport action plan are listed, including six issues that the forthcoming Transport White Paper should address, and six actions involving ITS that will be required.
