The role of modelling in freight governance: the case of LOGICA.

The Agency for Freight Transport and Logistics Promotion of the Campania Region (LOGICA) is a mixed public/private company, created in 2003 under the supervision of the Transport Secretary of the Campania Region prof. Ennio Cascetta, in order to support the planning process of the Region in the freight sector and to monitor all the aspects of its implementation, covering at the same time a promotion/marketing and a consulting functions. Therefore, it actually represents an observatory and a referring point for all the public and private actors currently and potentially involved in freight and logistics sectors in Campania; moreover, its research division has been also involved in some INTERREG and other research projects. In the context of its work, LOGICA required the collaboration of researches of the University of Naples "Federico II", which provided a supporting function for some theoretical issues; this experience represents a wide and intensive application of some different and advanced freight transport models as a support for governance and planning in freight sector. This paper proposes a review of the most significant applications recently realized. The first objective of the Agency was the creation of a GIS-based regional database providing information from one hand about active and passive territorial accessibility with respect to all the cities of the region and to all its logistic nodes (ports, dryports, logistic platforms and so on), and from the other hand about spatial land-use indicators (density of firm/companies for each ATECO classification sector, number of logistic structures and so on). For this aim, a state of the art of the available accessibility measures has been conducted and consistently a set of specific accessibility indicators, with different spatial aggregation levels and weights, has been defined and computed. This instrument has been intensively applied for territorial marketing; as an example it allowed to define the most suitable locations for new logistic nodes and regional distribution platform. In the context of its consultant role, the Agency realized a feasibility study for the creation of a Ro-Ro service between Campania and France/Spain, based on the results of an SP survey to a sample of shippers and carriers in the South of Italy and on a comparison of prices and costs of each transport alternative. Moreover, the Agency also investigated, through the use of a MRIO-based system of freight demand models, the effects of changes in transportation level-ofservice attributes and consequently on demand distribution due to normative changes. Another current project involving the use of transport modelling instruments deals with the urban freight distribution in the coastal areas of the "Costiera Sorrentina", which presents some problems due to its orography and to the absence of sufficient infrastructure. In this case, some innovative and alternative distribution techniques, involving local railways and sea transport through hydrofoil, are investigated and designed.
