Over the past decade, the state of iowa has moved toward establishing a highway improvement programming process that attempts to balance engineering and economic considerations. In 1988, the state legislature directed the iowa department of transportation (idot) to designate a network of commercial and industrial highways. During its 1989 session, the legislature established a clear mandate for idot to give this network the highest priority in programming future improvements. The research was initiated by idot to develop a methodologythat could be used to factor economic development considerations into the programming of improvements for the network.
