The idea of changing speed limits according to the time of the year has been studied in Finland during 1987-1989. Based on the positive results, most speed limits on rural roads have been lowered during every winter for more than ten years in Finland. A relatively high acceptance of the measure has been achieved after a full-scale implementation and overall safety effects seem to be even more positive than predicted based on the two-year study. Set-up of the study as well as results from it and experience from the wide use of lower wintertime speed limits are presented.
