The role of the United States Federal Highway Administration FHWA in capacity analysis : past, present and future.

The United States Federal Highway Administration (FHWA) has long been an advocate of capacity analysis but envisions some of the existing and emerging traffic models as one day being viable alternatives to the Highway Capacity Manual (HCM) procedures. Currently, transportation professionals in the United States use the HCM procedures extensively. As long as this is the case, FHWA will continue to provide both technical support to assist HCM users and resources to advance research proposed by the Highway Capacity and Quality of Service Committee of the Transportation Research Board. In addition to ongoing activities, FHWA has made a major commitment to support research, outreach and technology technology transfer activities related to capacity over the next six years. This will lead to the production of the year 2000 Capacity Manual. Most ongoing and proposed research and outreach efforts sponsored by FHWA are discussed in this report. (A)
