Recently we have seen growing interest in applying electronic systems to deal with major transport issues. They utilise electronics, information systems and telecommunications to improve and maintain sustainable transport systems to meet many needs. The development of common functional specifications and interfaces for these systems is essential for the development of an "open" transport information network. This will permit inter-operability of equipment and access to users of all modes of transport. This presents the ITS designers with the major challenge of meeting the needs and objectives of both traveller and the system operator. The ROMANSE (ROad MANagement System for Europe) project has been in operation since 1992 and has achieved a fully integrated traffic and travel information centre. Much work is being undertaken on user needs in developing and evaluating these systems but it is the system designer who has to take the objectives, requirements and concepts and translate them into working systems. This paper describes one approach taken by the system designer in achieving this goal.
