This paper discusses the condition of the roads in many metropolitan areas (major cities and their suburbs) in the United States, and how they can become smoother. Major findings of a recent survey of major state and locally maintained roads, based on a uniform pavement rating index, shows that the condition of the most critical roads in the major metropolitan areas is getting worse. The increasing pavement deterioration is a consequence of a large increase in urban traffic, especially from large trucks and other large vehicles. Pavement conditions are likely to get worse at the current level of funding. States are using improved pavement materials more frequently, but these pavements cost more to begin with. Adequate financing for the nation's roads would allow transportation agencies to implement the following recommendations: (1) Consider using pavement materials that will provide longer lasting surfaces in the construction or critical routes; (2) Resurface roads in a timely manner using the most durable material for that climate and traffic mix; (3) Implement and adequately finance pavement preservation programs; (4) Use an aggressive program to repair potholes; and (5) Invest enough to make sure that 75% of local road surface courses are in good condition.
