The author presents the final report of a 2-year study of a rural freeway emergency communications system for stranded motorists in Michigan. The study was initiated to determine the level of need of such a communication system and the extent to which these needs were satisfied by the telephone system provided by the Michigan Department of State Highways. Many requirements and desirable aspects were detailed in the process for use in other system developments.
