This paper was presented at the `Innovations in Highway Maintenance Activities' session. The Rural Road Maintenance Management System (RRMMS) discussed in this paper was developed for the Ministry of Agriculture for the Government of the Republic of Trinidad and Tobago. Its purpose is to assist in making decisions regarding the maintenance of rural access roads in Trinidad and Tobago. The type of roads the RRMMS is concerned with are typically very low volume with traffic levels of less than 10 to 25 vehicles per day. The RRMMS consists of several components: a data collection procedure, a database system, a set of models and an infrastructure management system. This paper will focus on the latter two components and where appropriate will make comments with regard to the first two components. This paper will describe the RRMMS development process, explain the models developed and how the unique objective function addresses the specific problem in Trinidad and Tobago and how it could be extended to other similar situations.
