The aim of this study was to develop pavement improvement prediction models for rural arterial road rehabilitation that can be used in a network level pavement life-cycle costing (LCC) analysis. Models were developed for predicting the changes in roughness, strength and root mean square (RMS) displacement (of the road profile spectrum) based on detailed sub-sampling of 12 rural pavements that were investigated before and after rehabilitation. The study's samples indicate that the displacement and slope power spectral density (PSD) derived from road profile data may not be appropriate in assessing the need for rural road rehabilitation.
