Rush-hour-lanes : safely using the hard-shoulder.

Hard shoulders on motorways have a very low efficiency. They are used in exceptional situations only. By using them as an additional lane during rush-hours, a significant increase in capacity can be obtained. To avoid compromising safety, additional measures have to be taken. This paper describes some of the effects of using rush-hour-lanes and the detection and incident management technology involved to use the hard-shoulder safely. (A*)
